I have the same issue, I am wondering if the offer was just for the USA and Cloudflare did not correctly restrict the invites as I’m UK based.
It has been know to be a slower process as Yubico needs to cope with requests, and no, it’s not just USA.

Hi, I received an email stating that the offer period has ended. I believe that the offer expired on January 3rd, 2023 at 8am PST ( as stated in the blog post)
I activated the offer on Jan 2nd, 2023. Just wondering if Cloudflare customer support team can re-analyze my account again.
