This IP address would be that of my test server.

You can definitely create a WAF Custom Rule to disable certain security features on requests from a specific IP address.
However, I am not sure what you mean by timeout rule. This the origin timeout is not a WAF feature. Could you please elaborate?
Cloudflare timeouts connections longer than 100 seconds
That setting cannot be changed on a per-IP address basis. Increasing the timeout is only available on the Enterprise plan. Otherwise you will have to create an unproxied subdomain to bypass Cloudflare. Generally, a server should not take 100 seconds to respond under any circumstances.
