What is the issue you’re encountering

Completely locked out of front end and back end of website. Navigating to url simply returns a blank page with the words “no healthy upstream”.

What steps have you taken to resolve the issue?

Sought help from our IT group. They recommended petitioning the nameserver host, Cloudflare, to restart the server that hosts 4x5program.org. That is what I am doing now with this post.

Navigate to 4x5program.org.

This is a message coming straight from your host and you need to contact them to clarify this. Cloudflare is not involved here.
