Define “slow”.
I just tried a request and was actually routed to the US, but that was not “slow” and is not necessarily an indicator that Cloudflare never routes via China (that might depend on your ISP’s routing).
However, if Cloudflare really has not deployed the JavaScript packages on their Chinese infrastructure, there probably will be a reason. Their Chinese infrastructure generally is rather “unique” in its use.
But as mentioned, the request I ran was everything but slow. It probably will be an ISP issue.
