My website is ceom.org.uk, can i change it to ceomw.org.uk?

please can i change my DNS from https://www.ceom.org.uk to  https://www.ceomw.org.uk and still get a universal certificate for it?

i really need to change to  https://www.ceomw.org.uk

what can i do?

You would need to register the domain you want first. Once you are the registrant you can set the DNS as you see fit.

Yes. The domain you are asking about was not registered at the time I replied. No one can use it until it is registered. Once it is registered, the registrant will have control of the DNS. If you want to use that domain, you will need to register it.
