Set up Firewall Rules: Go to the Security → WAF app in your Cloudflare dashboard and create rules to allow traffic based on IP address.

I want Iranian IPs to be able to connect, but the “allow” option isn’t available in the section you’re referring to.
Are you using this domain to provide a proxy/VPN service? If so, that is not permitted by Cloudflare and will be blocked, see here…

You can’t. Cloudflare explicitly does not permit use of its service to provide proxy/VPN services. I assume Cloudflare is using its DDoS pipeline to identify such traffic and block it which is why it appears as it does in your event log.
What if I install Warp on my own server? Or is there a way to allow access to Iranian IPs?
