May I ask if this is your Website or not?
If yes, can you manage it within your Cloudflare account?
If yes, does your Website work normally over HTTPS when Cloudflare is temporarly paused?
To test out:
Use the “Pause Cloudflare on Site” option from the Overview tab for your domain at dash.cloudflare.com .
The link is in the lower right corner of that page.
Have you got any error’s or warnings shown in the Cloudflare dashboard interface related to the SSL tab?

When paused Cloudflare, my website work normally over HTTPS.
I see website can blocked by ISP, but still running fine. And every time I ping the domain in CMD on different computers, it returns different IPs.
Computer A

To change the IP on each computer when using the Ping command, then can Cloudflare do it? I see that website also uses cloudflare.
