My website does not open in Venezuela only with vpn the error is DNS_PROBE_FINISHED

I am having problems opening my website in Venezuela, I should open it with VPN or with a test page that eliminates the proxy or something like that.

I was able to solve it for the website by deleting the cache.

But for my cell phone and other devices I have not been able to solve it, the error it gives me is, DNS_PROBE_FINISHED_NCDOMAIN.

I would like to solve it, and leave everything functional.
