I am attempting to index pages on my website, except it appears the another website llrv.net is an exact copy of my site and I am getting the error “Duplicate without user-selected canonical” on google because of this.
What steps have you taken to resolve the issue?
I have looked up their domain on whois and it appears that they use name servers Hank and Chloe via Cloudflare.
I am wondering if the issue is that the DNS record has somehow got it’s wires crossed and is causing their website to accidentally point to mine?

There are possibilities two accounts were given the same Cloudflare nameservers, but the chances and rarity of it, hm …
Not the same Cloudflare nameservers being in use for those domains:
llrv.net
Name Server: chloe.ns.cloudflare.com
Name Server: hank.ns.cloudflare.com
marketmatador.io
Name Server: joan.ns.cloudflare.com
Name Server: sri.ns.cloudflare.com
Rather, I’d ask myself why is it a “copy”? Do you own llrv.net as well, or not?
If not, then this is to investigate with the domain owner and possibly resolve this with verification and ownership (multiple different ways) via Google Search Console.
a) Make sure the canonical links are pointed correctly and the content is original on your domain.
b) Make sure the sitemap.xml file contains correct links from correct domain (just in case).
In case of I believe someone else stealing your Website content, if the webmasters don’t respond or cooperate, you can file a DMCA complaint with Google to request the removal of the duplicate content from their search results.
