Is this for every website or only one? If it is only on one website then the hosting of this website seems to be down. Get in contact with the site owner as this is not something Cloudflare can fix.

Check with your hosting company if they have an outage. Or if you host this yourself be sure to check if the IP addresses are still the same.
That error says that the server doesn’t reply in time to a request. The solution can be various depending on the cause, but the certain thing is that the issue is on the server (less power than needed, some config issue, some specific thing in the request making it fail).
