Summary: after transferring the domain and successfully paying and waiting for approval. because I wanted to speed up the domain transfer process, but I mistakenly pressed the decline button, causing the domain transfer to be rejected. so I wish to restore that domain transfer. Because I have already paid for that domain, I cannot create a new domain transfer.

You just need to go to https://dash.cloudflare.com/?to=/:account/domains/transfer and restart the transfer. You will be charged again but if you check your billing in the dash, you’ll see the charge from 7/14 and a credit memo for the failed transfer from 7/15.

I don’t understand this part “If the domain is transferred within 45 days after the expiration date, the Registry may not add an additional year.”. If my domain name expires on August 20, 2024, if I transfer it now, will it count for one year?

Yes, that is correct. If you want the extra year, you need to transfer your domain before it expires.
