Cloudflare doesn’t set the rules for SPF lookups, nor is Cloudflare contributing to the issue. Cloudflare is only providing DNS with exactly what you added to the record.

Remove unnecessary lookups from your SPF record.

If you are still having trouble after reading that guide, you may want to consider sending certain use cases from dedicated subdomains to help split up some of the sources.
