When you access cloudflare from your phone, you cannot edit existing rules in the Page Rules option, only turn them on or off.

Currently, the Cloudflare dashboard has limited functionality on mobile browsers.
For a full experience, I suggest using a desktop browser to edit your Page Rules, or requesting the desktop page in your mobile browser.
