MGTS provider restricts access to cloudflare resources

Good day! For 1.5 months, I have observed daily ping spikes to the servers of your partners using your CDN, including directly to your site. My provider refuses to admit the problem on its part, sending me an unsubscribe requesting me to contact you, unfortunately there is no alternative provider to which I could go and receive better communication services. Please, could you help in solving this issue? I am in Moscow, but the quality of the connection to your services leaves much to be desired, and most of the Internet uses your product.( My tariff provides for the speed of fiber optic - 600 Mbit ) I provide screenshots and logs in the attached files to the letter.
This problem occurs in the evening and ends around midnight. Every day, I cannot use any of your partners’ resources, because the information takes too long to load.
