Massive packet loss related to Cloudflare network

Dear Cloudflare community
from time to time - most recently yesterday between 5 p.m. and 6 p.m. CET - we record massive packet losses when accessing https://tm1.carparts-cat.com and at the same time also e.g. https://allestörungen.de
On closer inspection, we determine for the above-mentioned websites:

inetnum: 141.101.88.0 - 141.101.95.255
netname: Cloudflare-EU
descr: Cloudflare CDN network

NetRange: 172.64.0.0 - 172.71.255.255
CIDR: 172.64.0.0/13
NetName: CLOUDFLARENET

So it looks like Cloudflare is the common denominator here. Which then begs the question:
Are the above-mentioned disruptions related to planned maintenance measures in the Cloudflare network, which can be found at https://www.cloudflarestatus.com ?
Or are these possibly DDoS attacks against the Cloudflare network
And regardless of that, is there a way for us to prevent this massive packet loss and ensure that the websites can be reached from our position?
