Managed but acting like non-interactive?

We are implementing Turnstile for the first time. We have a Managed configuration but whenever I visit our sandblox it is is acting like “non-interactive” in that the green check resolves immediately. Occasionally it will throw up a check box but that is rare. My understanding is that Managed should present the check box everytime. What am I missing?

Double checked the implementation. Double checked the configuration of the widget.

Cloudflare will use the information from the visitor to decide if an interactive challenge should be used. Turnstile will only require interaction if a further check is necessary to verify that the visitor is human.
