Majority of Central American traffic going to MIA

I’ve been playing around with Cloudflare, and I’ve tested out sites behind Cloudflare and noticed that on IPs in Central America (Honduras, Panama, Costa Rica) traffic almost always goes to Miami, versus the respective closer servers of TGU/PTY/SJO. Why is this the case? Do these datacenters actually exist or is this a BGP issue with the ISPs I’m using?

Cable and Wireless Panama:

CANTV Servicios, Venezuela:

Interestingly enough, Cable Onda (Panama) goes through PTY.

On self-serve plans there is not a guarantee that traffic will go to the closest datacenter.

It all depends on network conditions and as a self-serve customer traffic is not as prioritized as enterprise traffic.
