My cache request on CF is 1.8% isn’t that too low?
How can I improve it?

You would need to provide more info, perhaps your domain name and a screenshot of your analytics tab, for anyone to be able to help with your question.
Images like bg.jpg have a max age to 0, so they won’t be cached.
