What steps have you taken to resolve the issue?

Spent hours on the phone with apple support, submitted 2 cases with cloudflare October and December, was awaiting expiry of domain but it has been renewed (nothing on my credit cards) which concerns me that someone has gained access of my accounts and that it wasn’t simply as accidental as I thought.

What are the steps to reproduce the issue?

Unable to login to account / unable to transfer domain as unable to log into cloudflare to update account name server.

I’m not so sure about that. It looks like Cloudflare has put it into autorenew period:

So it looks like Cloudflare is waiting for you to renew it. Meanwhile, it may be telling other registrars it’s been renewed for another year while it holds onto it as it waits for you to renew.

Your next step would be to regain access to your iCloud account, as it sounds like that’s what you’re using for your login here.

Thank you for the insight, I am unable to regain access to my iCloud account due to a recovery key issue therefore its effectively disabled, there is nothing apple can do to assist with this, therefore I need to regain access by having this moved over to my new Cloudflare account where I can login and renew / pay for the renewal.

Go ahead and open an Account issue ticket and post the ticket # here.

You’ll have to work with Support on a way to regain access to your existing account – most likely by verifying your billing information. It’s probably going to require some extra steps, since you don’t have access to the email address that owns the account.
