Was looking for a way to exclude PDF files from caching on our website at all. I don’t want to lower the browser cache TTL setting to minutes, I feel that would cause unnecessary website loads and slow loading times.

Using a Cache Rule that matches URIs that end in .pdf might help you accomplish your goal.
