In this ticket, the Load Balancing team identified a bug:

To override the pool list for all regions, it would be necessary to use a rule that overrides Default Pools and clears Region Pools. It looks like we have a Dashboard and API bug preventing.

The dashboard override setting for “Origin Pools” is confusing, as it actually just overrides the “Default Pools” a.k.a. the “default_pools” field. However, since overriding “default_pools” may not be useful when geo-steering unless “region_pools”, “country_pools”, and “pop_pools” are also cleared.

There is work being done to change this:

perhaps it would be useful to implement a “origin_pools” field on the RulesOverrides that take precedence over the other fields (and can only be set by a rule).
