Linking Paypal, need help with Billing details information

When adding a Paypal account to the cloudflare Billing, paypal popup appears.

After approving the Paypal popup, there’s now a “Billing details” form on Cloudflare billing page
.
My question:

Does the name and address on this form needs to be the Cloudflare account’s name and address or the Paypal’s account name and address which this is being linked to?

The name and address should be the PayPal user information.
