We have established that a user’s web properties seem to publish videos or a disproportionate amount of large files without using the appropriate paid service, such as R2, Stream or Cloudflare Images. In response to this violation, we temporarily interrupted part of the traffic concerned. Until the problem is solved, visitors to your pages can be found to find an alteration of performance. If the problem remains unsolved, we can take further actions, including continuing to change the performance or deactivate the areas of problems from the network.

Are you serving a disproportionate amount of traffic involving large files without one of the aforementioned paid services via record which is proxied? If so that is a violation of the ToS and the solution would be to subscribe and serve an appropriate paid service or change the record to DNS only to bypass Cloudflare for serving content.
The configuration of a bond server doesn’t have any bearing on a terms of service violation.
So you are running a service which serves a disproportionate percentage of content in a manner which violates the Cloudflare self serve ToS. In that case you should switch to a an appropriate paid offering or perhaps you have done enough to appease the ToS gods and they will remove the throttling at some point.
