Is L7 Flood DDoS part of any package like PRO or Business. are the mitigation the same for all plans ??
May I ask if you’re experiencing and seeing such Security Events labelled with this service lately or? 
Cloudflare offers Layer 7 (L7) DDoS attack protection as part of all its plans.
However, the level of mitigation and customization options does differ depending on the plan type.
Paid plan types such as Pro plan has got better customization and control with more detailed analytics and deeper insights into the security events.
There are additional tools to mitigate L7 DDoS such as Rate Limiting, Custom WAF Rules and Bot Management - available on all plans, but again each higher plan type has more options.
You can upgrade and test a Pro plan for a month, play a bit and tune your settings to see what you would be able to get. If it suits you better, continue using it. Pro plan has got better Managed Rules and WAF in general than Free plan as you can achive much more and enable/disable your rules with a single click and don’t have to care that much for any kind of type of vulnerabilities which migh arise or attack type is detected, you get even more WAF rules (25) to tune-up per need and better performance as well.

Yes, all plans get the same automated mitigation, only the enterprise has some addons to the filtration.
