Issues when using Cloudflare R2 and SaaS together

I set up R2 to allow access to a.com, set the Fallback Origin to a.com, and added a new Custom Hostname b.com.

When I access b.com, I get Error 1014: CNAME Cross-User Banned.

Is this banned?
