Issue with seats as we change organisation email address

We have sufficient seats to cover our users however hit a problem this month as we change organisation email address. Some users have consumed two licenses one under the old email address and one the new.
We are switching the remaining users at end of month to try and avoid a recurrence. We are based in Australia in the AEST timezone and intend to switch emails at the point the license count reverts to zero to avoid double counting and potential access issues for our staff.
What timezone is used for the reversion of licenses count to zero at start of month?
