Hi everyone,
We’ve run into an unexpected issue. Our website domain.com uses Cloudflare, and it was assigned the IP 104.21.80.1. Unfortunately, this IP has been blocklisted by Перелік заборонених в Україні сайтів, causing some internet providers in Ukraine to block access to our site.
The reason for the block is that a Ukrainian government regulator added certain IPs to the restricted list because they were used by 2gis.ua. Some ISPs rely on Перелік заборонених в Україні сайтів for filtering, which led to Cloudflare’s IP being unintentionally blocked.
We have already contacted Перелік заборонених в Україні сайтів, but they informed us that the restriction is enforced at the government level and can only be lifted through a court decision.
Has anyone encountered a similar issue? Is there a way to request a new IP from Cloudflare for our domain or bypass this block somehow? Any advice would be greatly appreciated!

The domain name you mentioned is just one of several different ones.

The IP address you mention, 104.21.80.1, is listed 28 times on that page, with several different domain names.

If you are actually operating legitimate site (i.e. not violating law, or otherwise providing content that may require specific licenses (e.g. gambling), or stuff like that), and therefore simply are collateral damage of these bad decisions, then you should open a court case against them, for blocking your legitimate site.

If you can find other victims, e.g. collateral damage, for these bad decisions, you can eventually go together with them as a group, for a such court case.

There isn’t any kind of magical fix, that will fix it for all visitors of a specific website, and at once, if that is what you’re asking for.

Depending on the policies of your website(s), each visitor can probably use a VPN or similar proxy, to gain access to your website(s).

Alternatively, … the Enterprise plan will allow you to bring your own IP addresses on to the Cloudflare network, which would mean that you’re in control of what happens on your own IP addresses, and should only be affected in situations like this, if your own website(s) actually have some content, that a specific country or government is deciding would be bad for their citizens.

Yes, we run an educational business that is fully legal.
Unfortunately, the government body that blocked this IP is not responding to our requests in any way.

Fortunately, there aren’t too many such cases, but some of our clients still have to use a VPN or mobile internet to access our website.
Some internet providers understand that this issue is not our fault and unblock this IP on their end. However, there are also providers who do not want to look into the issue and refuse to make any changes.

Upgrading to the Enterprise plan is not an option for us

I’m from Ukraine, and four developers are experiencing issues when trying to connect to our website http://blocfx.jigzo.com. The issue is resolved when we turn on a VPN. Could you help me with this?

Pursuing it with legal actions towards them, and/or perhaps towards the ISP(s), that are (innocently) blocking your websites, would then be the way to go.

Bringing your own IP addresses on to various platforms, is (unfortunately) the only way to secure independence from other actors.

Unfortunately, there is nothing Cloudflare can do.

Your traffic is never reaching Cloudflare, because your ISP is blocking access to Cloudflare IP addresses.

Could you tell me how can I check my IPs?
My IPs are not listed in Перелік заборонених в Україні сайтів.

Terminal commands, such as e.g. “dig AAAA example.com” and “dig A example.com”, on Linux based operating systems.

Or “nslookup -type=AAAA example.com” and “nslookup -type=A example.com”, through the Command Prompt, on Windows systems.

Next, for each individual IP address(es) you see there returned in the above commands (for example, “2001:0db8::1234”), I will suggest you to run “tracertoute 2001:0db8::1234” (Linux), or “tracert 2001:0db8::1234” (Windows).

These commands, for each of the returned IP addresses, may eventually give you some information, about where exactly the traffic is (eventually) being discarded.

Are all being operated by the British company, Layershift Limited, and have absolutely nothing to do with Cloudflare.
