The site does not open at some providers in Russia, with proxying enabled. I think they block IP proxies. Is there any way to change the proxies IP to get rid of the lock?
No, it is not possible to change IP address(es) at will.
Allowing IP changes (e.g. playing whack-a-mole) like that would simply be moving the problem from one IP address today, to another IP address tomorrow.
As it is not a problem that Cloudflare puts on you, but something that the “providers in Russia” is doing, according to your explanation, you should complain to those specific providers where the problem is, and have them rectify the issue.
That said, Enterprise plans may be able to get static IP address(es), according to the Customize Cloudflare IP addresses section here:
