I run a small social justice blog. While I have geo-blocking enabled, I am getting trolled big time by hates. Needless to say, I can’t afford an enterprise-level plan.
Please help.

You should already get pretty good IP addresses in the headers. What are you trying to get from True-IP that you don’t already have?
EDIT: And those headers are just sent to your server, where you would have to do something with them at your end. Firewall Rules should help if you know what traffic to filter out.
True-Client-IP is really to help some customers who are moving from another CDN. CF-Connecting-IP serves the same purpose if you want to evaluate the client IP on your origin server.
