Our origin servers serving static content are temporarily down and we’d like to intentionally serve STALE content faster than the default ~20 second wait time
What steps have you taken to resolve the issue?
Well, we’re trying to get the origin servers operational again 
But otherwise, looking for potential configuration settings within Cloudflare to more immediately serve the STALE content. This is for static content such as CSS, JS, and image types, not web pages
What are the steps to reproduce the issue?
With browser dev tools open to the Network panel:

Notice that it will serve this up in ~20 seconds with CF-Cache-Status = STALE
