My R2 storage bill is unreasonable

I only used 40kb of storage, 200 or so operations, do I charge $10? My billing number ID: IN-5447176.
Infrequent Access does not have a free tier like standard R2.
It’s 9$ per million Class A operations, and operations are rounded up to whole millions. So you paid 9$ for your one Class A operation.

How can 200 operations be called a million operations? The charge is so high just for testing. It’s outrageous. Is there anyone from the authorities who can tell me how to deal with it?
