My website’s targeted audience is in Serbia. Despite that, cloudflare serves its cache from Vienna servers. I think that that might be slowing down my website because cloudflare can serve its cache from Belgrade data centre which is in Serbia. Can somebody help me?

It’s unfortunately due to the ISP peering of the end-users visiting your Website. If you’re on a paid plan, it might get routed through some more priority location, however Vienna, Austria - (VIE) is mostly for and as far as I’ve experienced.

Might have to cross-check with SOX peering matrix for such case, while the end-users can check via example.com/cdn-cgi/trace to see through which colo they’re connecting to.
