This is the only term states content is OK on R2, but there’s nothing about, R2 + CDN = no worries

I’m also confused by this. As @cloudflar says there isn’t any info in the TOS re: using R2 + CDN.
I’d like to connect a R2 bucket to a domain (let’s say myimagecdn.com), enable “Cache everything” for that domain and use it to serve cached images for my SaaS app. Would that be a TOS violation, or acceptable usage?
