This is not considered as a violation of Google’s Webmaster Guidelines.
The action Block returns 403 instead of 200 with different content.
What KianNH means is ip.geoip.country eq “US” and not cf.client.bot
is misconfigured since this rule is blocking every real users in US from accessing your site.
I want to block.
Browsing Americans who are not BOT.
