I think in this case it’s just that your domain isn’t actually set up with existing nameservers:

a.nic.ir is a root nameserver for .ir and you can see it’s returning NXDOMAIN above for your domain.
If you fix that - we should detect it as a valid domain. Best to contact your registrar.

Can your registrar assign parking nameservers? That should be enough here to get you in a position to add the domain.
how can i register with parking nameserver ? What are the relevant NS records for the parking domain ?
So this is something your registrar will typically offer so I would ask them if they can assign some temporary name servers. If they’re unable to do that, get back in touch and we can see if we can workaround this internally.
You can temporarily use dns.he.net (it’s a free service) so Cloudflare can look up your domain.
