Several users out of thousands are reporting receiving “Sorry, 172.69.134.170 has been banned.” on various pages on our website. We are not able to reproduce the error. That IP address does not match our IPs, is not on any blacklists, and when looking up says it’s not published, but is managed by Cloudflare. Any suggestions would be greatly appreciated. Thanks!

Are you restoring visitor IPs on your origin server?
Thanks for your reply. It turned out that after an incident several years from a particular country we set up a list of blocked IPs within Drupal. This is before we started using Cloudflare. We removed that IP from the list and that addressed the issue for users. However you bring up a good point, that we should be restoring visitor IPs. Thanks for your input.
