Intermittent DNS refusal

I’m having the weirdest intermittent REFUSED responses from Cloudflare families on:

I’m currently using cloudflared cloudflared version 2022.2.2
I am using the DNS over Https feature pointing to Cloudflare’s families

5 minutes later I get a successful response

Does anyone have any tips or advice? I’m at a loss here and it only seems to be these sites that get refusals from Cloudflare families.
