Intermittent disconnection 1.1.1.3 DoT on Android

When setting family(dot)Cloudflare-dns(dot)com as DoT in Android 12 S2SES32.28-70-3, I intermittently (ca. every 30mins) get the notification that “this network does not have internet access” (or something close to that), which disappears after a second or two. I did not have this issue when using 1.1.1.3 (no DoH/DoT) on a device with an older version of android.

Is this an Android or Cloudflare bug?
Where do I file a bug report?
How do I solve this? (using 1.1.1.1 app is not an option because it uses VPN)
