Intermittent 3000-3300ms reponse times

Since Friday 20 January 17:00UTC 2023, we have been experiencing intermittent (less than 0.05% of requests) 3000-3300ms reponse times from specific EdgeColos of Cloudflare, mainly IAD and NRT.

We are using load balancing feature from different regions.

So we tried to reroute the IAD connections to go via an intermediate proxy instead of directly to the origin, and this fixes the intermittent 3000-3300ms response times and also confirms this is not a problem of our origins. In addition we are experiencing the same problem in NRT and the origins are in a completely different provider than our origins set for IAD, so this also confirms it is not due to our origins providers, but it seems to be something related with Cloudflare edges.

Further investigation is pointing to Argo Smart Routing, when disabled, the 3000-3300ms response times for some requests are fixed. When enabled again, errors come back.
