Interface Errors - Logging not Saving

On my interface, under Settings > Network > Activity Logging won’t save. It is set to disabled, if I toggle to enabled, it goes green and it says saved in the top corner, but if you go back to the page its back to disabled again.

Not the first time that there have been errors with the interface, Teams admin seem really inconsistent. also get a error when trying to move a policy up or down the list saying the policy already exists.

Makes trying to use Teams to secure users really hard if I cant trust the interface is working, saving and what I see is what is set.
