Inter account transfer: Before you request the transfer, you need to disable DNSSEC for the domain(s) and ensure the domain(s) are set up and ready in the new dashboard account you intend to transfer them to.

If my domain is registered with Cloudflare and I cannot change nameservers in current account, how do I set up and ready in a new account?
“Setup and ready” does not mean the domain must be “active” in the new account. If this were possible, there would be no need to make a transfer request.
All this means is that the domain should be added to the new account, which makes it ready for Cloudflare staff to continue the process when you make the transfer request.
Also, note that no settings will carry over. So the getting “ready” part could also imply re-creating any settings (including DNS records) in the new account.
