images+stream When can I buy a bundle?
I am not aware of any bundle offers from Cloudflare, neither from some 3rd-party partner so far for now.
Both products, the Cloudflare Stream and the Cloudflare Images can be purchased as a separate add-on product to our Cloudflare Plan for a domain per demand/need.

As stated in above article:
These new bundles will be available to all customers from the end of November.
Even it’s 25th of November, maybe we should wait a bit more 
p.s. I believe it is a question for marketing/sales representative. Kindly and patiently wait for another reply.
