Images load and then they don't?

we have our main site and our test site:

main site that uses Cloudflare:
https://www.spiritwear.com/CustomIdea.php?level1=55&page=1

test that does not use Cloudflare:
http://www.sourcemissing.com/CustomIdea.php?level1=55

as you scroll through the catalog pages, you will start to see some pages not load. BUT if you do a page refresh, those missings images will load and then some others from the site will not show up. this ONLY seems to be happening on the real site and not the test server which does NOT use Cloudflare. the server company has been at a lost and only points to a PHP resize image code but my developer tells me that can not be the case. We are also getting some 403 error code pages. any help would be great.
