If Cloudflare goes down, will DNS settings/services not proxied by Cloudflare also cease to work? For example, would email that is not proxied stop working?

Our DNS provider says if we point DNS at Cloudflare for the website proxy and there are outages then all internal company services like email, remote login, remote email, dictation, ms azure services etc. would all stop working.

If CF’s DNS services go down, yes, but CF’s DNS infrastructure has only gone down once in 2013. All other unrelated outages like proxy outages wouldn’t affect DNS. If you want an uptime guarantee, CF offers a 10x or 25x reimbursement SLA with Enterprise contracts: Our Plans | Pricing | Cloudflare.
