What steps have you taken to resolve the issue?

I was charged for using R2 Infrequent Access even though I didn’t use the service.

It was charged $9.90 for allegedly using 11 Class B operations and 13 Class A operations.

I confess that I created a bucket to see if the settings were different from Standard mode, but I didn’t upload files to the bucket and deleted it some time later.

I submitted a ticket to support, but so far no one has responded.

I would like to know if it is possible to cancel this charge or at least reduce the amount, since I have not even used the service.

You think it’s fair to charge the customer $9 for simply loading a page.

The least they could offer and a discount, maybe 9 dollars is not much for you, but here in my country, this is enough to buy food for a week.

The charges are what the charges are. Any concession is down to the billing team to decide, the community can’t help with that. You’ll have to wait for the response to your ticket.
