I was blocked to access to my site if I use Outline VPN

Hello,

I am blocked to access to my site after migrate domain to Cloudflare with Free Plan,

DNS only
Development Mode
Advanced Actions --DIsable Cloudflare on Site

Then purge everything, but does not fix the issue.

Here is the details:

1. I am in China.
2. My server is on Digital Ocean California Data center.
   3.So, I need use VPN to access our server, and we setup VPN by Outline manager with an Fixed IP on Digital Ocean too.

Here are settings in details:

1. Before migrate to Cloudflare, we use Wordfence, and all works fine, I can access the site with or without VPN.
2. After migrate on Cloudflare, I noted there might be some conflict between Wordfence and Cloudflare, so, I deativated Wordfence now.
3. I can access the site without VPN.
4. But, I am always blocked if access site with Outline VPN, it will show as below, and clean cook and history record, and incoginto or inPrivate window, the issue will remain same.

Check your Internet connection

Check your network cables, modem, and routers.

Allow Microsoft Edge to access the network in your firewall or antivirus settings.

If it's already listed as a program allowed to access the network, try removing it from the list, and adding it again.

If you use a proxy server:

Check your proxy settings. You might need to ask your organization if the proxy server is working. If you don't think you should be using a proxy server, go to Applications > System Preferences > Network > Advanced > Proxies and deselect any proxies that have been selected.

It would be great if anyone could show a clear way to fix the issue.

Also, I noted that I can not access to the server by SSH Terminal and also can not login in FTP.

On FTP client, it will show:

Error:        	FATAL ERROR: Remote side unexpectedly closed network connection
Error:        	Could not connect to server
