Let me clarify your question, so you want no-ip.com to manage the domain, right?
If my description above is correct, you can first confirm whether the domain wordiptv.com is registered on cloudflare. If so, the domain name registered on cloudflare cannot change the NS. The only way you can do is to transfer this domain to another DNS service providers (e.g. no-ip.com, Goddady).
If the domain name wordiptv.com is not registered on cloudflare, then you must go to the domain name service provider to change the NS instead of changing it on cloudflare.

The domain is registered at Cloudflare registrar and therefore is required to use Cloudflare nameservers. Depending on what your overall goal is with No-IP, you may be able to accomplish it in other ways.
If you need to update a hostname with a dynamic IP, you can do that with the Cloudflare API.
You can also use a CNAME to point a hostname in your domain to one in your No-IP account.
