All the steps that Cloudflare is suggesting I have done. The email address associated with this account has been deactivated and deleted.

If you are unable to access the account then you will need to take control of the DNS by changing the nameservers at your registrar to those for a new Cloudflare account or other DNS provider.

If your company owns the domain used for the email address it should be recreated and used for recovery purposes.

How do I recreate the domain when Cloudflare has it?

Not the domain, the email address of the user who managed the Cloudflare account.

I don’t know the email address of the use who manages the Cloudflare account. That’s the challenge.

If you you been through too many employees to know which one would have managed a Cloudflare account, you may only have the option to move your domain to a new Cloudflare account.
