You can get 20 by moving to a Pro plan, or you can likely implement what you need to do for your extra rule, or move one of the existing ones, by using the other rules engines (Redirect Rules, Cache Rules, Configuration Rules, etc) instead.

You can pay for just page rules too. Under the “Change” button next to free plan, at the bottom

Although like sjr said, I’d bet you could use the other rule types which have their own rule limits and avoid needing to pay for more.
