I am encountering difficulties in obtaining the information I am interested in, namely information on which of the three grounds of Article 15.1 of the Federal Law of July 27, 2012 No. 149-FZ, according to Roskomnadzor, the site furaffinity was included in the “Unified Register of Prohibited Information " (if this is the first reason, then which of the ten “decisions” is violated on the site).

What steps have you taken to resolve the issue?

I wrote a message to the email intended for questions about the site blocklist.rkn.gov.ru, where I indicated what information I was interested in and asked the question: “Can I, and if I can, how can I get the information I’m interested in? If this question is not for you, then who should I ask it to?"
  2. Having received a response a few days later, I learned that the corresponding inclusion in the “unified register of prohibited information” in relation to the site furaffinity was sent to the hosting provider of this site. On the recommendation of the hotline consultant for questions implementation of Article 15.1 of the Federal Law “About information, information technologies and information security” I decided to turn to cloudflare as the hosting provider for the site furaffinity
  3. I decided to write this question at least somewhere where perhaps there is someone who could direct me closer to someone who could answer my question

No, Cloudflare is not the hosting provider. The site owners are using Cloudflare to secure their site… but the site and its content are not hosted by Cloudflare.

And I don’t know about your country’s laws, but, usually, it’s local Internet service providers – organizations that the government has 100% control over – that will be tasked with enforcing such restrictions, and not the provider hosting the site (which could be in a different country/jurisdiction).
